Civil Engineer, with Master's Degree in Engineering, specializations in Economics and Financial Administration. He has been a National and International Consultant for the Inter-American Development Bank IDB, the World Bank and the United Nations in economic, financial and technical affairs related to Public Services and Infrastructure.
He was a member of Board of Directors in Public and Private Companies, and has also developed technical, economic and financial structuring projects in Public Services with private sector participation in Colombia and other countries. He developed risk monitoring tools for the creation value in project finance and corporate finance; published significant technical, financial and economic regulation articles on public-private partnerships in infrastructure and public service projects. Mr. Salamanca has been a university Professor in Engineering and Economic Regulation, in universities of Colombia (Universidad de los Andes, the Pontificia Universidad Javeriana and the Universidad la Gran Colombia).
